In order to become a UoFG Thief, an applicant must:
Be a member of a UoFG registered guild or clan for a minimum of one week.
Pass the UoFG Thief Mandate Test with a score of 90% or better.
Please allow up to seven (7) days for tests to be graded before contacting the Thief Ministry regarding its status.
Those that score less than 90% are allowed a second attempt after a three week (21 days) study period.
Thief Mandate reviews are available, please allow up to 96 hours for scheduling.

Important notes on thief registration:
A thief is registered as active in a single guild. Guilds and Clans are limited on how many thieves they may have. This allotment is the greater number based on their status (Clan – 3 Thieves, Guild – 4 Thieves, House – 5 Thieves, Kingdom – 6 Thieves) and 10 percent of their member count, rounded up. (ex. A Guild with 45 or more members may have 5 thieves. A clan with 15 members may have 3 thieves.)
As there are a limited number of registered thieves in the forum at any given time, applications are taken on a first come, first serve basis. If all available slots have been filled, a letter to that effect will be sent to potential applicants.
Registered thieves transferring to a guild with its full allotment of active thieves may have their registration inactivated. Inactive thieves may not use their registration or make attempts, however there registration is not lost. On their guild registration rosters, they should be noted as inactive.

Thief Ranks:
All registered thieves must have their Registrations and Thief Rank listed in their life scroll at all times if they wish to be considered a legal thief within UoFG.
If a member has not yet received their Registration, the Thief Ministry Welcome Letter will be accepted as proof the thief status.
Any registered thief that does not comply with a written request from the Thief Ministry within 30 days may have their thief registration or rank frozen. If not corrected within 30 days of being frozen it will be removed.
Members on Leave of Absence (LoA) are exempt from this policy; LoA status must be listed on the monthly Registration Roster.
All registered thieves are granted the authority to perform any act of larceny, either acting alone or in concert, in order to relieve others of potentially valuable possessions.
Advancement of Thief Rank:
All members of the forum begin their thieving careers at 1d40 Thief Rank.
Members may submit three (3) logs per calendar month to gain one rank advancement to be credited toward their thief rank. Members are encouraged to maintain records of their submissions.
All thief attempt logs are subject to Thief Department review. If a thief feels the log has been unfairly voided, they may appeal to the parliament as a whole to review the case.
Thieves are encouraged, but not required, to perform often so that their skills do not atrophy.

Thieving Enhancers:

Thieving enhancers may be employed ONLY by registered Thieves.
Thieving enhancers must be listed on the Thief’s life scroll. (profile)
Thieving enhancers must be listed on the Guild Enhancer Roster submitted to the forum each month.
List must include item name, registry, modifier, and to whom it is assigned.
Thief Attempts:
In order for a Thieving Attempt to be valid, the thief must state: Name, Guild, Citizen Registration, Thief Rank, and Target.
Perception
A thief attempt may be made in any UoFG room except the following: Forum/HC Meeting Halls, UoFG Event Rooms, Loriel Classrooms, UoFG Classrooms, or OOC rooms.
After “Log On” is called, and both parties (Primary Thief and Target) have stated for the log, a perception roll is made to determine the success or failure of the Thief Attempt.
The Target rolls 1d20 which is scored as follows:

The perception roll is subject to modifications due to several factors:
An experience Thief (d52 or higher) is more skillful, and subtracts one from the perception roll.
A thief may act with up to two accomplices. An accomplice must be a registered UoFG Thief, but may be from any entity. The accomplice is responsible for creating a diversion to help the thief succeed in their attempt.
Particularly busy areas make spotting a Thief more difficult. If the room contains more than 10 participants, subtract one from the perception roll.
Being accompanied by comrades limit’s the Thief’s ability to practice their craft. There is a limitation to three (3) comrades for any Thief Attempt. Comrades include any member of the Union of Free Guilds that are friendly with a target during a Thief Attempt. Comrades must state during the log for their efforts to be valid. Each comrade adds one to the perception roll.
For accomplices or comrades to be legally employed they must be in the room prior to “Log On.” Otherwise, any accomplice or comrades bonus will become null and void.
Accomplices and Comrades are required to roll 1d20 after taking their action to help or hinder the thief’s approach. A roll of 13 or better will affect the perception Modifier (-1 for Accomplices, +1 for Comrades).

Scoring a Thief Attempt
On a successful Thief Attempt, the Thief steals CP from their target equal to half of the number rolled on their Thief Rank. Odd numbers are rounded up. (Ex: A roll of 27 by a d46 thief results in an acquisition of 14 CP.) Transfer of CP from entity to entity is pending review by the Thief Department.
A Thief Enhancer adds its full bonus to the Thief roll to determine CP. (in the above example, if the Thief wielded a +2 Thief Enhancer, their total take would be 15 CP.)
A thief may choose to, though is not obligated to, share any amount their loot with their accomplice(s), following a successful attempt.
If the modified Thief roll (dice roll plus enhancer) is a score of 60 (Or better) the Thief has managed an unusually successful attempt.
If the target currently lists one enhancer on their life scroll the Thief gains control of that enhancer.
If there are multiple enhancers listed in the target life scroll, which is stolen is randomly determined.
The proctor states the eligible enhancers and then rolls 1d (However many enhancers the target has listed.)
(Example: If the target lists an offense, defense, and healing enhancer. The proctor rolls 1d3. A roll of 2 would result in the defense enhancer being stolen.)
Transfer of the Enhancer from entity to entity is pending review by the Thief Department.
Enhancer theft is done in place of CP theft, however if the target has no assigned enhancers, the thief’s roll determines CP awarded as normal.
When a new entity is introduced into the UoFG they are exempt from Thief attempts for one week. (7 days.) Thief attempts may still be performed on members of the new guild, however no CP may be earned from the attempt. (IE: You can still perform and receive credit for a successful thief attempt, but you will not earn any CP or Enhancers from the attempt.)
Retaliation:
If the target scores sufficiently on their perception roll, they are entitled to a retaliatory strike against the thief.
If the Thief is incapacitated, the Target can choose death or coactivity, either for the standard seven (7) day duration.
A thief who makes a successful attempt, but is subsequently incapacitated loses their CP for the attempt. A thief who survives the retaliatory strike manages to escape with their earnings.
To make a retaliatory strike the target rolls 1d guild rank. (Ex: A 4d56 would roll 1d56) On a score of four (4) or higher (roll of 30+), the thief has been incapacitated.
A target may also opt to challenge the thief to a PoW or DM match in place of a retaliation strike.
Any target that has been thieved from may not be attempted on again until an hour from log off.
