All Guilds/Clans/Kingdoms/Houses (Herein referred to as Entity\Entities) are allowed to vote on issues pertaining to the management of the UoFG. An issue calling for a vote will be presented to the UoFG by a member of the Trinity. If an Entity wishes a vote called on a subject, they may petition the Parliament for such.
Any member of this forum may suggest a change to the rules or a new set of rules entirely. Any GC or DGC of an Entity in good standing may present a formal proposal to the Parliament for a discussion that could possibly be voted on upon the forum. The Defining Principles of the UoFG are protected by the Intent of the Founders (See below) and will be on file with the Wardens of Loreil.
The charter, as presented here, is for the intent of the founders, moderators, and members of the Union of Free Guilds. Anything contained within this set of charters is deemed the property of the UoFG.
The intent of the constructed laws and mandates in the UoFG is to create a fair and enjoyable atmosphere where members may role-play with a governmental structure. For information regarding grounds for dismissal, see Grounds for Dismissal under Joining the UoFG.
All Parliament Sessions in their entirety will be listed for all to see on the message board portal. All issues discussed at the meetings will be presented to the entities. Members, and entities as wholes have the right to petition a vote of no confidence on any member of the Parliament (including those of the Trinity) if at any time they feel that member is no longer serving the better interest for the Union. (See "Vote of No Confidence" for more information.)
Administrative Action
Should it be found that any member of this forum is in direct violation of any of the charters of this forum, they will be subject to a punishment based on the severity of the crime.
Penalties are defined as, but not limited to (or in any order): A warning, a monetary fine, Probation, Community Service, Citizen Registration Freeze, Suspension, and Permanent Removal from the Forum (Banishment).
Harboring a banned mun is a crime in the UoFG. If it is discovered an entity is harboring a banned mun, a notice will be sent for that mun and character be removed. Should the entity refuse, further administrative action may be taken against that entity as a whole, up to and including removal from the Union for refusing to adhere to the mandates of the forum.
Be it noted: The penalty for a guild proven to have knowingly harbored a banned mun will be more severe than for an entity that was not aware.
A banishment may only be overturned by the forum through the appeal process as defined under "Clemency" in the section titled "Intent of the Founders" and under the Presidential Administration that banished the player. A new administration may not hear the appeal.
Entity Voting
Each Entity as a group will be allowed to cast one vote on certain issues. Many of the things that pass through Parliament will be presented to Entities.
An Entity's command may choose to collect the vote from their Entity as a whole, as a Commander, or any conglomerate of their High Council. How an entity votes is determined by the commanders and cannot be interfered with by the Parliament of the Union of Free Guilds.
Be it advised that should a member of any Entity come to this Parliament in regards to feeling an Entity's standard of Democracy is tainted, our response will be that if they don't like how you sustain a vote; that they should find an Entity that does. Not every UoFG issue is up for a vote outside of the Parliament.
Votes where forum members cannot be perceived to be subjective; such as strict fines, complaints, and decreases/increases in cp earnings are common policies handled in the Parliament Only.
Government Transparency
Any good government has a transparency. What this means is, any Departmental Action taken by the Parliament respectively, may be challenged and reviewed by the Parliament. This does not mean that it will be overturned.
Government transparency is set in place for a reason. The Parliament and Trinity are comprised of "civil servants." They are the guidance, politicians, and police of the Union, but they still work for the people of the Union. While they are guiding and policing the people of the forum though, it is important that the people are able to note that there is no corruption within those institutions. For the most part, what Government Transparency truly means, is that the people of UoFG may request nearly anything that is done within the Parliament/Trinity be shown to the public.
Some examples of the things that cannot be requested are: specific forum votes (individual guilds are not subject to transparency), personal conversations, etc.
Some examples of the things that can be requested are: Parliament discussion relating to suggestions, Trinity action and/or meeting logs, etc.
Many things, such as the Parliament/Forum meeting logs will be posted on the Message Board on their own.
Vote of "No Confidence"
A "No Confidence" vote is pressed when a forum member (whether or not a member of the Parliament/Trinity) believes a member of the Parliament/Trinity is not doing a proper job. It is an action taken to remove them.
To institute a vote of "No Confidence" any member of UoFG must gather their evidence and either call for a vote during a forum meeting or send a mail to the entire Parliament string with said evidence.
Once the vote is called, a Trinity member will send the vote out to the forum. 75% majority or better vote must be obtained through a guild poll. All Entities most vote to obtain the Majority. An Entity that fails to vote will be counted as an abstain vote for the tally, and will be fined 50cp for obstruction of process.
An Entity Commander may elect a single representative to vote on the No Confidence should they and the Deputy Commander be unavailable. This representative must be elected before hand as a standing representative, as their vote will only be accepted if the AOL Mail Status for both the Commander and Deputy Commander is Unread.
Upon reaching a 75% majority of all Entities, a case will be presented to the Parliament by the parties (the person pressing the vote: the plaintiff and the person the vote is against: the defendant). After the case is presented, the Parliament as they are, will vote with majority vote determining the fate of the Minister in question.
A vote of "No Confidence" may only be called upon in respects to a given individual once every 90 days. No member of the Trinity or the Parliament is safe from a vote of "No Confidence".
Rights of the Ministry
Each Ministry respectively has the right to deny a Registered Citizen's work because they feel their effort or workmanship is shoddy. This may be appealed to the Parliament at the discretion of the Citizen. This appeal must be sent with the log denied and the notice from the Minister of why it was denied. It must be sent to the entire Parliament and Trinity.
Ministers have the right to overturn the work of a member of the forum for the following reasons:
- Not meeting the proper word counts.
- Sloppy or Shoddy Workmanship.
- If a purchaser deems an item or service poor.
- If the intent to cheat is apparent. Intent to cheat is defined as any action individually or repeated in which a member intends to cheat (If cheating becomes a habit, punishment may be incurred).
- Work is coped from another person (This is considered a part of cheating).
- The work has already been turned in similarly by the member prior to this project.
Whistleblower Act
A citizen of this forum may not be discriminated against because they pointed out a wrongdoing of another member. This includes but is not limited to: Appealing a Decision, Pressing a Complaint and No Confidence votes (See Government Transparency/Rights of the Ministry).
Should a member of Parliament be proven to have broken this mandate, regardless of position, they will be removed by the competent members of Parliament/Trinity and/or Commanders of the Entities of the forum. Proof is required and the accused has a right to a trial.
Should a trial be necessary, the Trinity member with the least connection to the plaintiff or the defendant will act as the leading member and a minimum of three Parliament members will sit on the jury (depending on how many are found to have no connection to the people involved), just as is done when a complaint is pressed.
Cross Role Play and Out of Character Harassment
Neither of these will be tolerated. If a mun continually steps out of character to harass other muns, they will be blacklisted from UoFG. In terms of Cross Role Play (more commonly labeled CRP), Should it be found that a player is Cross Role Playing and it is affecting the quality of other's game, then that person will be charged with a penalty as mentioned in "Administrative Action". Cross Role Play is defined as "using information obtained by another source (alt or Mun) and not knowable by the current character to influence behavior or actions."
Presidvential Oerrule
Should the President put their foot down on a policy, and the Parliament not feel the action correct; they may motion to overrule the decision. If the motion is seconded then a vote is held within the Parliament. All members of Parliament are required vote. Support of the overrule of 75% or more will overturn the ruling.
Intent of the Founders
Certain principles are held by the original founders of the forum to be inseparable from its intent. The rights of Government Transparency, Rights of the Ministry, and the mechanisms for Vote of "No Confidence" and Presidential Overrule can never be amended from the Charter or Mandates of the Union of Free Guilds. If such an action is attempted, the Charter of the Union is declared void, and the government responsible for such an action shall be declared as "Enemies of the Union".
Amendment I - Any and all individuals (players) that have received a severe punishment from this forum (Probation, Suspension, or Banishment) or any reminiscent penalty as defined by the future Trinity shall not be allowed to ever hold a seat within the Trinity.
Amendment II (Clemency) - Any individual who was banned by the President, Trinity, or Collective Parliament may not seek clemency from a new administration.
- Clemency is defined as lenience towards Banishment in any form involving the reinstatement of the Player and their characters.
- An administration is defined by the President, when a new President enters the position it becomes a new administration.
- Any appeal for clemency must be heard under the administration that banished the player. If an administration is headed by a new president, than an appeal may not occur.
- Only one appeal can be made per banishment. If it fails, all other appeals will be denied. The person collecting signatures has 45 days from the day they are banned to turn in said petition for appeal.
- An Appeal proceeding must be pursuant of 100 signatures in the form of a petition, for the appeal to be heard in trial.
- Signatures must be from valid muns of the forum.
- If alternate SNs are being used to abuse the 100 signatures and proven, the appeal will be overturned.
- Once a petition has been received, a trial will occur wherein the member of the trinity least connected to the banned person will act as the judge and one of the others will act as the prosecutor.
- The may hire their own council and are advised to do so.
- The burden of proof is on the defendant and the defendant is considered guilty until proven innocent.
- At the end of the trial, the Parliament will convene to reassess the case. If the vote passes at majority, the vote will be handed to the forum as a while.
- The Forum will receive all evidence contained and arranged by the trial Magistrate. Upon a majority ruling by the forum, the appeal will then be successful and the banished player will receive clemency.
- Any future administration that attemps to overhaul this procedure will be deemed an enemy of the state and forcibly removed by the people of this forum.
Citizen Registrations
Citizen registrations are a system in which it makes it easier for members of the forum to recognize secondary job castes and abilities without becoming tedious. Each Citizen Registration Number (CR#) corresponds with certain things that allow others to identify statuses and registered abilities within the forum. Each citizen with a citizen registration must be a member of a UoFG Entity.
Those who do not appear on a Citizen Registration Roster for one month will be frozen. Frozen Citizen Registrations may not be used in the UoFG. If the member does not find an Entity within 30 days, their Citizen Registration will be removed from record. A frozen citizen may send a letter to the Citizen Registrar and the Trinity once they've found residency and have themselves removed from Frozen Status. The GC or DGC of their new entity must confirm their residency.
Example CR#: C####HAMCTWN
C represents that a member is deemed an active citizen. If a member takes a leave of absence, then the C becomes an L. If a member retires then the C becomes an R. At any time with express writing to the parliament and trinity, status may be changed as desired by the citizen.
#### - Represents a series of numbers to be sure that no one has the same one. They correspond with the alphabet and order of you obtaining a registration.
H = The ability to Heal; dice strength must be clearly listed in your profile.
A = The ability to perform an Assassination or Capture Attempt; dice strength must be listed clearly in your profile.
M = The ability to act as mage; dice strength must be clearly listed in your profile.
C = The ability to craft items for the ministry; rank must be clearly listed in your profile.
T = The ability to do Thief Attempts; dice must be clearly listed in your profile.
W = The ability to perform duties for the War Ministry.
N = Non-Combatant Status.
Meeting Etiquette
During Meetings, questions will be taken on a first come - first serve basis where you must raise your hand to be placed in the queue. To signal for a question use " ? " to signal for a comment " ! ". Further detail may be used such as that your comment or question pertain to something another person said. Such as " ! - on what (Person's Name or SN) "just said. To make an OOC comment or ask an OOC question, surround the " ? " or " ! " with mun bubbles.
There will be a 5 CP fine assessed to any individual who does not adhere to the queue. This is not to say a member may not enter. If you are late, you may enter the meeting, and sign in, it is asked that they adhere to the queue there-after.
All forum meetings are considered to be out-of-character.
UoFG Chat Rooms
UoFG Chats are defined as any room which bears the moniker of UoFG in the title or any room which belongs to an entity of the Union of Free Guilds. Rooms bearing the moniker of another forum, OOC endeavor, or not pertaining to the Union are not deemed UoFG Chat Rooms. People using the rules to evade Assassination (to hide from assassins while in public) can be subject to punishment (see Administrative Action).
Multiple Character Screen Names (SN)
We only recognize one SN per character, meaning that you may not use a separate character on the same SN to evade any of the rules or protocols of this forum. A SN may not be counted on a roster more than once. Outside of those rules, the forum does not regulate what you do on your SN.
Transfers
The Union of Free Guilds does not accept outside asset or registration transfers. If an Entity, leaves the UoFG in writing then they will have 7 days to return or may not reclaim their assets. If assets have been transferred to another Entity(ies), they are no longer the responsibility of the Union.
Rights of a Commander
It is the right of a Commander to run their Entity as they see fit. It is not the place of the Union Parliament to dictate how an entity is handled. This includes, but is not limited to: Assigning, purchasing, scrapping, and altering of enhancers owned by the Entity, Forum voting, Membership, and promotion requirements. Members accepted into the command staff of the entity. Members who find the politics of their Commander to be unacceptable to them should speak with that Commander, or seek another entity better suited to their interests. ((The only exception to this is in the case of CRP. In those cases the Parliament will address the issue of CRP, but the management of the entity is still at the discretion of the Commander once the CRP is resolved.
Scrapping Enhancers
Entity Commanders may choose one of two things for enhancers they no longer want or need. They may opt to sell the enhancer back to the ministry it was purchased from at its original cost or they may also request the enhancer be scrapped. This incurs a 20% fee from the refund. Should they request an enhancer be scrapped they may chose one of the following: Destroy the item themselves and submit a log of said destruction or request the Ministry it was purchased from to destroy the item (a member of the ministry will be chosen from a list specifically set aside for this purpose in which said member will be rewarded half of the 20% cost).
Land
Each Entity is allowed to purchase/receive 4 plots of land (including initial plot). Additional land may only be obtained through Parliament Sanctioned events that offer a plot of land as a reward.
The initial plot of land an Entity receives as a gift upon joining the Union may not be sold, traded, transferred, or scrapped.
Commanders may gift owned land to other Entities, excluding the initial plot, so long as the receiving Entity does not exceed the allowed 4 plots of land.
Land may be scrapped (returned for a refund), excluding the initial plot, at a cost of 10% from the purchasing amount for a filing fee. (Purchasing amount is 2000 CP, Filing fee is 200 CP).
In the event of merging Entities the Commander may choose to keep the land from one entity or the other. The other lands are considered abandoned, and are forfeit.
Entity Name (SL) Changes
The Union will not dictate the way an Entity is managed ((IC or OOC)). Commanders may update their Entity name as they see fit. ((Note: Should CRP in the change of a name, or SL be proven this will not apply. The UoFG does not tolerate CRP.))
